Well Western Hills of Beijing might be vulnerable to GBU-57s dropped from B2 bombers.

Still, the White House, at 1600 Pennsylvania Avenue NW, Washington DC 20500 United States, is definitely vulnerable to at least one CCP DF-41 MIRV thermonuclear warhead.

There are also more MIRV warheads for the Pentagon, Capitol Hill, and others.

US doctrine in a war against a near peer enemy capable of power projection is likely to keep the leadership in the air (with proper escorts) or hidden bunkers not disclosed to the public. I’m sure China has hidden bunkers as well that the US is not aware of. Whether keeping leaders in the air is safe depends on your assessment of air space superiority, since you wouldn’t want to pull that against a country with long range stealth fighters.
