Xinhua News Agency, Beijing, March 7 (Reporters Mei Shixiong, Mei Changwei) – On the afternoon of March 7, Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, President of the State, and Chairman of the Central Military Commission, attended the plenary meeting of the delegation of the People’s Liberation Army (PLA) and the People’s Armed Police Force at the third session of the 14th National People’s Congress. He emphasized that successfully concluding the 14th Five-Year Plan for military development is of great significance for achieving the centennial goal of military building on schedule and for comprehensively advancing the great cause of national rejuvenation and strengthening the country through Chinese-style modernization. He called for unwavering confidence, facing challenges head-on, and implementing high-quality development requirements to ensure the timely completion of set objectives and tasks.
At the meeting, six representatives—Zhou Gang, Li Dong, Feng Yan, Zheng Yuanlin, Cui Daohu, and Liu Shuwei—delivered speeches, offering suggestions on areas such as integrating resources for weapons and equipment testing, innovating planning execution and management, improving financial efficiency, enhancing the guarantee of military-industrial production capacity, advancing national defense infrastructure construction, and effectively utilizing resources in emerging fields.
After carefully listening to the representatives' speeches, Xi Jinping delivered an important speech. He noted that over the past four years, the implementation of the military’s 14th Five-Year Plan has yielded significant achievements, but also faced various contradictions and challenges. He stressed the need to balance progress and quality, cost and efficiency, overall planning and key priorities, development and regulation, as well as plan execution and capability formation. He urged efforts to pursue high-quality, high-efficiency, low-cost, and sustainable development, ensuring that military development withstands the test of history and real combat.
Xi Jinping emphasized the need to address bottlenecks and obstacles in the execution of the plan, strengthen coordination across departments, fields, and military-civilian sectors, enhance policy implementation and supply, and ensure alignment between policy direction and work objectives to fully streamline the planning execution process. He also called for the use of modern management concepts and methodologies, continuous improvement of strategic management systems and mechanisms, and reinforcement of the systematic, holistic, and coordinated nature of plan execution. He underscored the importance of frugal military development, scientific allocation of national defense resources, and improving the precision and cost-effectiveness of military expenditures.
Xi Jinping pointed out that achieving the objectives of the military’s 14th Five-Year Plan relies on the support of the country’s overall economic and social development framework. He emphasized the need to strengthen military-local cooperation, leverage local resources and expertise, and enhance the quality and efficiency of military development. He urged seizing the opportunity of China’s rapidly advancing new productive forces, innovating combat power development and application models, and establishing agile response and rapid conversion mechanisms for advanced technologies to accelerate the development of new types of combat capabilities.
Xi Jinping further stressed the need to conduct specialized assessments throughout the entire execution process of the plan, evaluating development quality, construction effectiveness, and combat system capabilities. He called for placing greater emphasis on supervision, building a comprehensive and effective regulatory system, strengthening integrated oversight and joint auditing, and intensifying efforts to combat corruption. He emphasized that supervision should play a greater role in supporting and promoting plan execution, ensuring that the plan’s final outcomes meet high standards in quality, capability, and integrity.
The meeting was presided over by Zhang Youxia, member of the CPC Central Committee Political Bureau and Vice Chairman of the Central Military Commission. Also in attendance were He Weidong, member of the CPC Central Committee Political Bureau and Vice Chairman of the Central Military Commission, along with Liu Zhenli and Zhang Shengmin, members of the Central Military Commission.
