It's not just warzones, and not just the concerns of a repeat-Goiania Accident.
Authorities will have to be on the lookout alert for these kinds of developments. The possibility for terrorists with stolen radioactive materials to make dirty bombs and detonate them in densely-populated areas is ever-present.
Even considering the physical effects of radiation from the dirty bombs can be reduced/minimal (the explosion can never, ever come close to that of actual nuclear weapons), the psychological effects on the population will be great.
