Dalai Lama is only the Head of the Gelug Sect not Tibetan Buddhism. Like Nepal and Bhutan are also Tibetan Buddhist countries but they're of Kagyu sect which explains why Dalai Lama has no influence in those countires.

The "anti-India activities" are being done by other Indians, so I'm not sure what the point is. Are Indians supposed to avoid other Indians in Canada?
