My guess is the Mil Mi-6 was developed too late at a point Sino-Soviet relations had already deteriorated. So the PRC never got the data package or technical assistance to manufacture it. Even if they tried to reverse engineer it the engine would have likely proven to be difficult to reverse engineer. Which is why at the time China tried making their own helicopter design with engines they could already produce i.e. Z-6.
