This article mentions that china and russia wil sign a contract for the building of a helicopter with 15 ton cargo capacity.

From the article, it seems that the helicopter will be for civilian use. Doesnt seem to refer any military use. Also, this article presents the old helicopter model for this project. The new one is here:

The 40-ton class heavy helicopter, jointly developed by China and Russia, is expected to be delivered by 2032, said Wu Ximing, a Chinese political advisor and chief designer of helicopters for the Aviation Industry Corporation of China.

"Russia is more experienced in the transmission system when it comes to 40-ton class helicopters, as Russia's Mi-26 is of the 56-ton class. Our goal in the cooperation is to learn from Russia's strong points and close the gap," Wu told the Global Times at a Thursday press conference featuring Chinese legislators and political advisors in the field of aviation.

Wu said that China lacks experience in technologies related to the transmission system.

Russia's state corporation Rostec is set to sign "the contract of the century" with China on the helicopter "in the coming two months" after four years' talks on the project, Russia's Tass news agency quoted Viktor Kladov, a Rostec representative, as saying in February.

As a strategic cooperation project between the two countries, China has now reached agreements with Russia in technology, management and business-related fields, Wu said.

Under the contract, at least 200 heavy helicopters will be built in China, Kladov said in 2017, Russia's state TV channel RT reported then.

China is responsible for the helicopter's design and production and Russia would be acting as a technical partner, Kladov said.

The heavy helicopter, dubbed Advanced Heavy Lift, would have a weight-lift capability of 15 tons, a range of 630 kilometers and a top speed of 300 kilometers an hour, RT reported.

A heavy helicopter can usually be used to airlift heavy cargo and vehicles without the need of an airfield. For military use, a heavy helicopter can transport troops, armored vehicles, artillery and rockets. For civilian use, it can lift heavy engineering vehicles to sites where normal transportation routes could not reach in case of a natural disaster, military observers said.

China will have a complete helicopter family covering from 500-kilogram class to 40-ton class, to satisfy all kinds of needs, Wu said.

Both the timeline of the project and capabilities in the present are dictated by China's decisions driven by priorities in the context of budget constraints.

If China wants additional heavy lift helicopter capability ASAP then I'm sure Russia would be perfectly happy to sell a couple dozen Mi-26T2s or even existing stock if that were needed. If China wants to produce a new heavy-lift helicopter domestically before 2030, then technical requirements could be relaxed and again, I am sure Russia would be perfectly willing to allow China to build a Sino-Mi-26 and to supply whatever components Chinese industry would not be in a position to deliver at the time.

More fancifully, with the UK exiting the EU and with deteriorating US-European relations, China could talk with France and Germany about revising the outdated prohibitions on military cooperation and revive a European Heavy Lift Helicopter project.

Personally I expect that China is willing to wait to post-2030 for additional heavy lift capability because it will take until then to fill out all the other rotary niches. The whole vertical lift program will have been carefully mapped out to provide capabilities in order of priority without creating spikes in overall cost that could impede other programs. But certainly if China wanted to bring more heavy lift capability online sooner, it could.

10 years of negotiation finally come to an end Wow it is not easy doing joint venture with Russia via emperor. It does not say if the design is completed yet I though they have been working on the design for quite a while now

New heavy-lift aircraft will help in wide range of search, rescue activities

Negotiations on a jointly developed Sino-Russian heavy-lift helicopter are close to completion, according to a key figure in the program.

Huang Chuanyue, deputy chief engineer at Avicopter, the helicopter branch of State-owned Aviation Industry Corp of China, said last week during the International Aviation and Space Salon 2019 in Zhukovsky, a small town outside Moscow, that after many rounds of negotiations between AVIC and Russian Helicopters, terms for the helicopter's contract have been basically finalized and are entering the final approval process.

"Our negotiations were launched in 2008," Huang said. "By now, the two sides have reached consensus on almost all of the terms."

Details on the expected launch date for production have not been announced.

The aircraft will become the first helicopter jointly designed and built by China and Russia and will be competitive in the international market, he said. "Russia has rich experience in the field of large, heavy-duty helicopters while China has advantages in smaller civilian helicopters. There are bright prospects for bilateral cooperation on the research and development of helicopters."

Sources close to the project said the aircraft's development and assembly will be in China while the production of some key parts will occur in Russia.

According to details previously published by AVIC, the helicopter will have a maximum takeoff weight of 38.2 metric tons and a maximum cruising speed of 300 kilometers/hour. It will be capable of flying at altitudes up to 5,700 meters and have a range of 630 km.

It will be more powerful than all other helicopters in China in terms of carrying capacity-capable of transporting 10 tons of cargo, or more than 100 people inside the cabin, or carry 15 tons of freight via an external sling. By comparison, the AC313, currently China's largest counterpart, can carry 4 tons inside the cabin or lift 5 tons outside the fuselage.

China has many geographical features including mountains, deserts and islands, so heavy-lift helicopters can play important roles in civilian sectors, according to Vasily Kashin, a senior analyst at the Moscow-based Center for Analysis of Strategies and Technologies.

Wu Peixin, an aviation industry observer in Beijing, said such helicopters can transport a large amount of cargo or heavy items in and out of poorly accessible areas in an efficient manner, so they will bring great convenience to people living there.

He also added that heavy-lift helicopters are indispensable in emergency response or disaster aid operations in these regions.

AVIC said China will need at least 200 heavy-lift helicopters over the next three decades.

But still not as powerful as the king of super lifts the new CH-53K King Stallion

Plus it looks deadly unlike Mi-26 which looks like a toy
