China starts producing Russian Mi-171 helicopters - paper

MOSCOW, May 12 (RIA Novosti) - A manufacturing plant in southwest China has started to assemble Russian-designed Mi-171 transport helicopters, one of Russia's key arms exports, the Russian business daily Vedomosti said on Monday.
China plans to build at least 20 helicopters in 2008 with assembly kits supplied by a Russian plant in Ulan-Ude and later increase production capacity to 80 aircraft per year.
"We consider this project as the beginning of a trend to assembly Russian helicopters in China," the newspaper quoted a source in Oboronprom, which controls Russian Helicopters, a helicopter manufacturing group.
Mi-171 is an export version of the Mi-8 Hip helicopter, which is currently in production at two factories in Kazan and Ulan-Ude, fitted with more powerful turboshaft engines.
According to Vedomosti, the Lantian Helicopter Company, based in Sichuan province, has already received orders worth $42.8 million.
"The Chinese are planning to export [Mi-171] helicopters to Pakistan and Africa, which may hurt Russian exports," the source said. "In addition, the successful implementation of the project could leave Russian manufacturers short of component parts."
In 2007, Russian companies only built 120 Mi-171 helicopters, although they had orders for 150 aircraft, due to a shortage of transmissions and rotors, and according to estimates, there are no plans in the future to increase production for these components.
At the same time, some Russian experts believe it is better to allow the Chinese to manufacture helicopters under license rather than sit and wait until China develops its own version, modeled on Russian designs, Vedomosti said.

After ramping up production of the Mi-171 transport in Chengdu (here) (here) and taking delivery of the latest batch from Russia, PLA's 2nd LH regiment is now converting some of them into S&R birds. It seems that the Mi-171 will remain as PLA's mainstay mid-size military transport for the foreseeable future.

Russia will finalize the sale of 34 transportation helicopters to China by August, the Interfax news agency reported Friday.
The Mi-171 helicopters are being built in a plant in Russia's Buryat republic. The plant is a part of the Russian Helicopters holding.
The plant's CEO, Leonid Belykh, said the contract for building the helicopters was signed in 2010.
"This is not the first and hopefully not the last contract with our Chinese partners," he said.
Belykh said that Russian helicopter builders have been gradually shifting their cooperation with China from direct shipment to joint projects.
Russia and China have been negotiating on a joint venture for localization of assembly of the Russian helicopters, he said.
The Mi-171 can be used for both commercial and military purposes, depending on modifications.

Russia will complete the delivery of a batch of 48 Mi-171 helicopters to China this year, Vladislav Kuzmichev, deputy chief of the Rosoboronexport state corporation's department for the export of helicopter technology and services, told ITAR-TASS on Thursday at the HeliRussia-2014 exhibition.

"We shall complete the supply of Mi-171 helicopters (to China) this year. This is a contract dated 2012 for 48 helicopters. We shall fulfill it in summer," Kuzmichev said.
He recalled that Russia also has a contract with Peru for delivery of twenty-four Mi-171Sh helicopters. "We begin to implement the contract at the end of this year and complete filling it next year," he added.
Beginning from this year, Russia starts deliveries of Mi-28N helicopters. However, Rosoboronexport sources do not specify to which countries and in what amounts. "We already have available signed contracts. This year we begin exporting Mi-28N helicopters," Kuzmichev said.
Speaking of the Ka-52, he recalled that the helicopter had been first introduced on the international market at an air show at Le Bourget in Paris in 2013. "This is a new helicopter. It has a specific diagram of construction (It has two lift rotors. — ITAR-TASS). Therefore, we have to explain all the merits to customers. We recommend them in countries with a hot climate and high-mountain conditions. It is early to speak of some deliveries so far," Kuzmichev added.
