Does Z-20 have DCIRM system to protect against MANPADS? I see the dome/cylinder at the base of the tail, but is that DCIRM?

I don't think it does. I could be wrong, but I haven't spotted any from photographs, nor have I read from credible sources that it does.
interesting. I wonder if PLA will retrofit them if they haven't put them on already. With MANPADS having IIR seekers that are increasingly hard to fool, I'd imagine flares might not cut it anymore.
Of course, if the Z-20 meet Starstreak/RBS 70, they might be toast either way, but at least against IIR seekers DCIRM could increase your chance of survival

I'd imagine they eventually will when the need arises. As an aside, I've only seen what could be DCIRM installed on anof Z-10ME (the unit on the right, near the tail root).
