Well I've seen ghilly suits like that before, but never on parade, and those seem...somewhat less useful in terms of camoflauge especially in Iran. Furthermore, ghilly suits are for snipers and those guys had AKs.

Ahmadinejad must get very tired of sitting through so many military parades. It seems like they are always having military parades in Iran.

Well the ghilly suit has been in use by American snipers since at least Vietnam, and by the British for longer. However it would be of less use in Middle Eastern environments as combat there would be more likely to take place either in desert and arid areas without much plant life or urban areas, and ghilly suits are liability in both of those places. And those guys have AKs anyway; ghillys would just be silly on your average infantry platoon.

Police escort a Somali pirate (C) from the French navy frigate Nivose after docking at the port of Mombasa April 22, 2009. The pirates will be handed over to the Kenyan government this afternoon. The U.S. pledge to hunt down the fortunes Somali pirates amassed from capturing ships on the high seas may score political points but is unlikely to yield much bounty, experts say.

The French navy, serving in the EU anti-piracy naval mission transferred the 11 Somalis to the Kenyan authorities a week after they were captured in deep waters off the Somalia coast a week ago amidst acusations by the Somalia Foreign Minister, Omar Abdirashid Sharmarke that foreign navies have failed to curd piracy to enable his case for the international community to help the war-torn country build its own coast guard.
