Iraq's security forces -- its Army, National Police and local police -- have improved greatly in recent years, becoming an increasing presence on the streets across Iraq. Officers from the 7th Brigade of the 2nd Division of the National Police, a paramilitary force, set out on patrol not long ago in Dora, a neighborhood in southern Baghdad that was once consumed by sectarian violence.

Maintaining Iraq's fleet of Humvees has proved vexing, though. The Special Inspector General for Iraqi Reconstruction recently found that a $682 million program to train Iraqi's Army to resupply and repair Humvees had largely stalled, in part because soldiers stopped attending a 90-day training course after not being paid. The Army is still not able to adequately maintain its fleet.
