They surely have somewhere a few million dollars to to buy such radars?There are probably tons of tunnels like these from Mexico to the US. While border patrols look topside via drones, trucks and build fences I do not believe that ICE or USBP uses ground penetrating radars to look underneath.

Ground penetrating Radar has some limitations especially in urban terrain. If its all nice soft soil sure you can find a disturbance, but smuggling tunnels are often concealed under buildings. That means urban territory filled with sewer systems underground electrical, telecoms lines, thick layers of concrete and more. Smugglers take advantage of that using the shallow scans of GPR to there advantage by digging deep and digging in busy places where GPR is filled with false positives. That's why Humit is the key way to find such where in Gaza or New MexicoI've never seen, read or heard them use one... and usually they like to brag about these things. Everytime an agent etc finds a tunnel it's either through human intel, airborne detection or just came across it during raids etc.
