To be (sorta) fair, this guy is the Secretary of the Army and his job is to frame problems in a way that the Army is the solution. And as the conflict he's talking about has nothing for the Army to do, the mental gymnastics he has to pull off are truly amazing. You can watch any other Army leader and you'll find that they're trained to use the phrase "boots on the ground" as if that actually mattered. It's not reflective of the entire US military; just the Army (albeit the Marines say the same kind of stuff).
