I think your over estimating the time by some. besides that the report given is likely the first leak to lay the ground work for adoption. and the maker here is the same as the fighter it's self.

It is a wild stab and you are probably right. However there is really no comparable historical benchmark because the F-35 is unique in terms of scale of complexity and so any realistic stab has to be based on the historical timelines of the program itself. Integration in my view is a scary term when applied to the F-35 because when you have a machine that is so highly integrated, it means anything potentially affects everything. The next big surprise (shouldn't be) in my view will be the scale of down time and maintenance heavy when it become operational.

This news is insightful because when the service moved the UCLASS program from deep strike to ISR/light strike, there is a concern of a capability gap. In this article, Congress is specifically asking (through funding) on how does the service planned to operate in an A2AD environment in 2030 with a UCLASS asset that only has light strike capability. Given the assumed operating background, the F-35 does not have the range (optimum sortie rates) to deliver because the original plan with deep strike capability was meant to bridge the distance gap.

If I remember last year Lockheed Martin had a conceptual missile called the CUDA. that could fit about 6 in a single F35 Missile bay

If you loaded up with full loads in both bays that would be about 12 which is were talking SU35 has about 12 hard points although some could carry multiple missiles but the numbers would be brought to a fairer fight

Problem with this idea is - no explosive warhead, therefore missile seeker needs to be more precise then current technology using proximity fuses .

But , at the same time it needs to be smaller , because missile is smaller , which is contradictory .

On top of that , it needs to have good range (new rocket engine technology) and yet it has to be cheap . :D

Neither really. CX-1 and Brahmos are supersonic missiles they are to strike there targets faster than the enemy can counter them. in theory. LRASM is subsonic it uses stealth and advanced intelligence to sneak up on it's target and make the kill. It out classes both by having a range almost triple that of either one.
Still given the nature of the emerging threats it's long range may not be enough a longer range missile may be needed.

This single paragraph from the article is instructive on the traditional and different approach of the US relative to its potential adversaries in anti-ship missile development i.e. stealth vs. speed. "Think of the LRASM as the ninja of anti-ship cruise missiles. It relies on stealth, intelligence, guile, avoidance, silent communication and keen observation to win the day, not brute force or high-speed alone."
