While the design was based on a long-serving warship, design agent Gibbs & Cox heavily modified the FREMM design to meet NAVSEA requirements, like tougher survivability standards than those of European navies, Navy officials have told USNI News.

This suggests way more changes to the hull than just a mere equipment change.

Then why not make own design. Surely they can.
If you ever followed the US's tortuous imports of high speed trains from Europe you would be familiar with how the process of the US adopting a foreign design for a vehicle typically is. According to US regulations European trains are just too light and not "crash resistant" enough for supposed safety reasons. But then try to compare the actual safety of European vs US train systems in actual use...
