You could have a mirror tailored to the wavelength being used. Judging by the article, the wavelength is probably infrared.
As missiles are gyroscopically stabilised, I don't think a small surface blemish would necessarily negate things.
That wouldn’t be a mirror finish then. It would be a heat shield. A mirror is a surface that has either been polished or backed by a reflective material primarily in the visible light spectrum.
What you are talking about is a heat shield. A material that either radiates, Ablates or absorbs heat.
A blemish or damage to the shield would create a hot spot behind the shield. The aim of said shield being to buy time vs the laser in hopes that the missile could get to its terminal phase and impact. The downside being increased cost and complexity.
