they are saying that Ukraine now will belong to China.....I could see that happening, so they are not lying entirely. If Russia was to disappear all their military intel and research, resources, Ukraine will all go to China before going to the west.

The same mechanism how Chinese Nationalists (ROC) got kicked out of UNSC permanent membership and UN all together, a general assembly vote by 2/3 of all members states.
In order to evict Russia from UNSC permanent membership, then a general assembly vote among 2/3 of all members states to agree that Russia is not the legitimate heir to Soviet Union (like KMT is not legitimate heir of Republic of China) thus must forfeit it's permanent seat and seat closed because Soviet Union doesn't exist anymore. This is legit argument, but whether it can get 2/3 general assembly support, I am not sure. Given the long stalled UNSC reform process, India, Japan, Germany, Brazil, Egypt, or South Africa, could replaced the Soviet/Russia seat. Asia and Africa needs representation.
