I've seen this. If true, UA should fight by night using all the late gen NVGs NATO has given them. This will at least partly ameliorate Russian air power.
And what is Petraeus claim to fame? The Anbar Awakening? The Surge in Iraq? Or the supposed brilliant tactical writing on COIN that was heavily publicized on much fanfare in order to sell to the American public on then Pres.Bush Jr. "SURGE" strategy. When all it was to essentially bribed, pay the various tribal leaders in Iraq, working in tandem with Sunni led fighters with tacit support from the Saudis to clamped down on violence. The same stupid shit could not be replicated in Afghanistan where Gen.Horny Petraeus failed to apply his non-existent brilliance, where at the end he fell on his own petard by seducing his propagandist/biographer then letting her have copies of sensitive documents with national security implications.
I am sorry to say but the man is only brilliant due to the media hype and media boosters desperate to find some kind of hero to sell to the American people during the darkest days of the Iraqi insurgency. Here's some of the most pointed criticism military officers have against him:

"They are now trying to sweep up the traces of these secret programmes. But we have every reason to believe that in the immediate vicinity of Russia, in Ukraine, components of biological weapons were effectively being created," Putin added.
