but can they build a 65,000 ton carrier and worlds most advanced warships

Yes, why not? If a country with no meaningful commercial shipbuilding industry can produce those things (with some delays and stuff), why shouldn't countries with military and actual commercial shipbuilding capacities not being capable of the same thing?

because I have not seen a carrier from either of them, unless they have launched one overnight which I didn't know about
