For AShM capacity :

1/ USN have do same things about 10 years ago Sub Harpoon retired and new Burke Fl IIa without Harpoons, for Sub harpoons sure the reason is for money as UK SSNs.

2/ Big problems they have no LR AShMs which allow especially for subs can fired without detected considering a subs which launch is more detectable with the noise of the TL or the missiles visible, detectable.

3/ Despite this for SSNs the handicap is less important coz they have silencious classes last very silencious and depends conditions one UK/US can reasonably fired a torpedo without be detected, range depends speed 30/50 km.

4/ Burke Fl IIa less handicaped without Harpoons coz armed with SM-2MR a SAM AShM ( all SM-1/2 and later 6 )capable, 120 km, supersonic warhead 118 kg Harpoon 220 but not sea skimming as majority of supersonic, disadvantages less powerful but numerous depite that use them decrease the SAM load and US MSC are versatile bt her main mission is AAW especially protect CVN.

5/ Sadly... ! missiles planned for Type 26 don' t get AShM capacity as SM-2 so only 114 mm max 20km, Sea Skua on Lynx few capable, small vs MSC possible severals with chance can damaged... and Stingray Torp is mainly ASW as in general all 324 mm, heaviy 533 or 650 mm being versatile.

my answer is simple:
the Royal Brunei Navy (I'm saying it with all due respect, actually I became their sort of fan during RIMPAC 2014) will have OTOH AShMs (Exocets on Darussalams: participated in 2014 SINKEX, could afford it hahaha) in 2019, while the RN won't; I have nothing more to say
