^^^ Exactly..I saw that at mp.net. I searched but could not find the real pic. That pic is a Mistral class under construction at Brest for the final assembly..just my opinion.

That's a French Mistral class. So, if it is set into a dock trying to make it out as a PLAN vessel...yes, it is a PS.

Anyone know if China LHD will carry Surface to Air Missiles of up to 200km or even 500km like S400.

I see most of the LHD lightly arm. Probably some CIWs and 10 -20km range surface to air missile.
Defended normally by escort ship.

Any reasons behind this design?

It's highly unlikely that any LHD will sacrifice previous deck and hanger space to put in some gigantic SAMs. A carrier/LPD/LHD serves a different purpose than a well-rounded destroyer thus it is very vulnerable alone and cannot survive without a very capable escort group.
