Carriers will focus on the air superiority and air defense mission, and thus will carry both CCA and manned fighters.
Type 076 will have drones that focus on ground aasault. So, GJ-21 could be a big component.

It seem they think a Type 076 kind of ship with catapult + arrestors and manned/unmanned aircraft complement is better than trying to VTOL from an LHD without.
