The structure of the scaffolding matches the structure next to the dry dock.

No, the scaffoldings don't match. Not even close.

Here's the scaffolding outside the dry dock. Notice the thick steel beams:

No, this is simply not true. Large finished modules are frequently stored on bare concrete surfaces without any support. Unfinished modules rest on relatively thin metal support pylons while they're being fabricated, but these pylons are not keel modules because they're not rated to support the weight of large finished modules and are not rated against salt water corrosion.

There are also thicker support pylons for large finished modules, but they are mostly used to temporarily hold the large finished modules while they're being transferred onto a

Keel blocks are bigger, more sturdily built and can support more weight. They are used only in dry docks.
