Flooding of the 076 drydock is most likely to float out the 054 hulls in drydock, not to float out the 076 hull.
We can however conclude that the 076 hull is now watertight.
It is only one large dock without any water-tight separation barriers. Either everything float or none.

Technically he's not wrong -- he said "float out" not merely "float".

If the drydock is flooded, all the ships can float but only the relevant ships being launched will be "floated out".
We've seen this in the past when they built multiple ships in a single large drydock before and would flood the full drydock and let ships all float but only float out relevant hulls.
