CAATSA sanction on Turkey has nothing to do with S-400. Even if Turkey bought obsolete S-300 it will also be same sanction. It is US law which sanctions countries that buy from Russia because Russia is rival of US. The case of Greek S-300 is different in that Greece never bought S-300 from Russia but rather from Cyprus. Hence Greece is not subject to CAATSA the way Turkey is subject to CAATSA considering Turkey bought from Russia, not from Cyprus. Had Turkey bought S-400 from China instead of from Russia Turkey would not be subject to CAATSA and will be flying F-35 today.

The S-400 radars will be able to observe the F-35 “in all its flight profiles, thus being able to identify weak spots in stealth capability,” according to

Turkey is sanctioned not because what S-400 radar can or cannot do, but the fact they bought from Russia. Had Turkey bought S-400 from China instead, Turkey would be flying F-35 today. This is because CAATSA covers Russia, Iran, North Korea, but does not cover China.

The previous Administration has already stated so:

The White House issued a statement Wednesday confirming the move, which Washington had threatened for months.
“Turkey’s decision to purchase Russian S-400 air defense systems renders its continued involvement with the F-35 impossible,” the White House statement read. “The F-35 cannot coexist with a Russian intelligence collection platform that will be used to learn about its advanced capabilities.”

Funny how India constantly buys equipment from Russia and still hasn't been sanctioned under CAATSA...

India hasn't bought anything from Russia in decades. The Su-30, MiG-29K, Il-38, T-90 deals were from decades ago. Not to mention India canceled Su-57 and S-400 buy, and picked Rafale instead of MiG-35, Apache instead of Mi-28, bought P-8I instead of more Il-38. They also use American engines instead of Russian engines in Tejas.

Do you have a source for India cancelling their S-400 purchase?

It was planned but no deal was signed and in light of closer relation with US and introduction of CAATSA in 2017 I'm pretty sure the plan is shelved the way Indonesia shelved plan for Su-35 buy in exchange for F-15 from US instead.

The only reason Turkey bought S-400 in 2017 in defiance of CAATSA was to stop Russia's offensive against Idlib. It was a deal that hurt Turkey greatly.
