How inaccurate. The Senate passed a bill but it's nowhere near law yet.
Correct
The US has 2 Bodies for legislation the House and Senate. To pass a bill into law One of these bodies has to pass the bill which then goes to the other who will usually Amend it by ripping out parts and adding new parts then vote on it them selves it then gets passed back to the first body who get a chance to approve or disapprove it then goes to the Executive (President) branch for implementation or Veto.

This brings us to Fact checks. First This is not the First Time the US and Turkey have been at odds. The US almost blocked sales of F16D trainers a few years back.

A F35A is slated for delivery this month and Turkey has plans for F35B.
Fact The F35 is at the Start of it's export cycle The SU57 will not be until atleast 2025.
Fact F35 has already a number of Turkish technology and contracts built into it. They have been a Level 3 partner for more than a decade on the JSF program and if they were dropped from the program The Turkish military and government would still be fighting tooth and nail to get F35s. Why? First because they would loose out on the end product. The SU57 can't match the F35B in being partnered with the Turkish Navy's LHA/LHD program. The SU57 can't begin delivery to The Turkish military by the end of this decade, The SU57 has no guarantee on Tech exchange or Nato compatibility.

Fact it is still possible for Turkey to choose to buy SU57, This is correct however not before the Russians choose to begin export. This means as much as 7 years or basically another Decade before potential operations for the SU57. As such it's a terrible back up plan. If they were blocked from F35 the Turkish military would be better suited by going to another established fighter. Eurofighter Typhoon, Gripen, Dassault Rafale, Flanker or Fulcrum or just upgrades to there F16 fleets.

A Lockheed Martin spokesman confirmed to Defense News that it’s still gearing up for a rollout ceremony at its production facilities in Fort Worth next week.

“The F-35 program traditionally hosts a ceremony to recognize every U.S. and international customer’s first aircraft. The rollout ceremony for Turkey’s first F-35 aircraft is scheduled for June 21,” the spokesman said in a written statement to Defense News.

“The aircraft will then ferry to Luke Air Force Base, Arizona, where Turkish pilots will join the F-35A training pool.”

The Senate is set to vote this week on the annual defense policy bill, which includes language that would prohibit the U.S. government from “transfer of title” to Turkey until the time that the Defense Department submits a report to Congress on removal of Turkey from the F-35 program.

But even if that language succeeds in the Senate, the defense policy bill will proceed to conference, where a group of armed services committee members will hammer out differences between the House and Senate versions to emerge with a single, final piece of legislation. That process could take months.

Congress’s opposition to allowing Turkey to purchase the F-35 hovers around two points:

But for now, it appears that the Defense Department has no plans to keep Turkey from getting its first F-35 or to put restrictions on its use at Luke AFB.

Thomas Goffus, the Defense Department’s deputy assistant secretary of defense for Europe and NATO, acknowledged during an Atlantic Council event Wednesday that Turkey’s acquistion of the S-400 could present the U.S. military and NATO alliance with added technical risks.

But he would not go as far to spell out what actions the Defense Department is considering or could consider later down the road — perhaps a sign that the Pentagon is waiting to see how this legislation shakes out.

“We have a process to evaluate the risks to Western technology that that [procurement] would present. Our preference is that they do not acquire the S-400,” Goffus said.

“Given that, they are a sovereign nation, and they are trying to take care of their defense needs,” he added. “What restrictions are placed on them and what Congress will eventually pass, I can’t even speculate on it on this point.”

By the time Congress passes legislation that could curb Anakara’s F-35 ownership, the country will likely have already started building up its first squadron at Luke AFB. There, Turkish pilots and maintainers will train alongside U.S. ones, moving from academic courseware to live flights.

NATO and U.S. Defense Department officials have warned Turkey that if it continues down the path of purchasing the S-400, it will not be able to plug it in with NATO technologies like the F-35. SASC, in its policy bill, echoed those concerns, saying that Turkey’s purchase of Russian hardware would “degrade the general security of the NATO alliance […] and degrade interoperability of the alliance.”

After a meeting in Washington with U.S. Secretary of State Mike Pompeo earlier this month, Turkish Foreign Minister Mevlüt Çavuşoğlu expressed confidence that the United States would not only deliver the first F-35 to Turkey as planned, but that it would ultimately decide to continue F-35 sales to Turkey.

Most notably, Turkish Aerospace Industries’ serves as a manufacturer of the aircraft’s center fuselage. It has also been chosen as a sustainment hub for the international F-35 community.

Turkey is all set to take delivery of its First 5th Generation Stealth Fighter - F-35A, total order is of 100 F-35A.

A ceremony was held at Lockheed Martin Facility in Fort Worth Texas, the Jets will be moved to Luke Air Force Base in Arizona where Turkish Crew and Pilots will be trained. . . . .

The Azerbaijan Air Force (AzAF) has ordered Turkey-made SOM medium-range, all-weather air-to-surface standoff cruise missiles.

According to the “Azeri Defence”, the recently received SOM cruise missiles developed by Turkey’s Roketsan will make its maiden public appearance in parades in Baku on 26 June.

SOM is an air-to-surface missile to be used against heavily defended, high-value anti-surface warfare (ASuW) and land targets such as surface-to-air missile (SAM) sites, exposed aircraft, strategic assets, command and control centers, and naval vessels. Its modular design supports the required operational flexibility.

The SOM provides enhanced capabilities by building on existing SOM air-to-surface cruise missile technology.

SOM cruise missiles come in four different variants: the SOM-A, SOM-J, SOM-B1, and SOM-B2. The SOM-A is already in the Turkish Army’s inventory.

The bases version of stand-off missile is powered by a turbojet engine and has a range of more than 250km. It is operable under all weather conditions, and also in hostile environments.

Is the Turkish F-35 on Turkish soil?
In 1990, US stopped delivery of 28 F-16s to Pakistan that were already paid by Pakistan and already built due to the Pakistan nuclear program. The aircrafts have never been delivered but instead Pakistan was reimbursed on 1999.

What is the difference between Turkish F-35 and Pakistan's F-16s? None. They are/were all paid and built, but they are/were all in US hands. If the bill becomes law, Turkey may get their money back in some years.

We do have to wait to see if that bill becomes law or not, before that time, anyone can be right or wrong. Seriously speaking, Turkey does not receive anything until that F35 fly out of US airspace by Turkish air force pilot.
