Yes, but aside from deploying the CV to the Gulf, it's still unrequired for most use cases. If they want to invest in Naval Aviation, they could still go for land based capacity for nearby missions with conventional Hurjet/Kizilelma/Anka 3 et al. or maybe even Kaan. For Libya or Cent./West. Med. contingencies, they could deploy aircraft at Libya instead, which is what they're planning to do anyway.One doesn't exclude the other.
Besides, commissioning will be in the latter part of the '30s or early '40's. Plenty of time to pump out more FFG's and DDG's.

They haven't stationed fighters in Libya proper. Besides a carrier comes in handy in another situations outside of the med.For Libya or Cent./West. Med. contingencies, they could deploy aircraft in Libya instead, which is what they're planning to do anyway.
