Yes they should, but Turkiye can do the Leopard 2 upgrade by themselves just fine. As a matter of fact, the first 81 Leo2 are currently being upgraded with Roketsan armor package. The issue here is the MTU+Renk powerpack for the Altay that Germany isn't delivering.
Germans are addicted to ideology, there’s no point not doing business with both sides, the profit would be significantly bigger

The Turkish Government will be procuring the Korean made Doosan Infracore DV27K diesel engine for the first production batch of Altay tanks.

Presidency of Defense Industries (SSB) head Ismail Demir said Sunday, March 13: "The tests of the engine’s power systems are currently underway. We are waiting for May. We will see the prototype of the tank with this engine,"

Turkish procurement of Korean engines is a direct result of the German arms-embargo against Turkey; however Turkey intends to field its own domestic engine after the first batch of tanks are procured.

Unidentified Turkish CIWs system mounted on Rhein-Class Tender vessel “TCG Sokullu Mehmet Paşa (A-577)”.

Presumably the CIWS in question is the duel barreled 35MM GOKDENIZ complex; installed testing and evaluation purposes.
