He's hoping that in a year's time, he can get more ahead in rare earth independence than china can with their financial independence, so that he can put back in place the sanctions on all those Chinese companies and China wouldn't be able to respond as much with rate earths
I hope China is also working in the background to make her companies less susceptible to US financial sanctions. Although I'm not sure how one does so.
