Someone recently even asked the art director (82 years old now) how he feels about his characters becoming a fresh meme again and he said he's fine with it and they don't intend to do any legal action to defend copyrights or anything.
I imagine it went:
American "hello we would like to order some pepe the frog suits"
Chinese alibaba store sales "Pepe the who? Sorry we're not familiar with that character but we do have frog suits like these, would these work for your purpose?"
