It already is TACO. The shifting goalpost from the EU, G7, and now NATO is designed to give Trump a political PR off ramp from bipartisan domestic and foreign pressure. The Europeans were already dragging their feet but now Trump has slapped on the Japanese and the Turks onto the list.
