The more I think about it, the more Hukou system makes sense. The west abolished these type of restriction and it is causing serious problems. These kind of old systems exists for a reason, and we abolished them for sake of liberty without a second thought. There should be some restrictions for migration to prevent chaos, primarily for high tier cities.Well the Hukou (Household Registration System) is indeed an unfair system, the state lacks the capacity to integrate migrants workers’ children into Tier cities. I mean it is just unrealistic and physically impossible to have children of migrant workers given the same access to education and healthcare as local Shanghainese, Beijingers, and Cantonese. No doubt it is unfair, but it is unrealistic to a have a sudden surge or elementary school kids and patients in the three Tier 1 cities. The entire welfare system would be saturated under such scenario in any country.
At the end of the days, it is about investing in more human capital in Tier 3 cities and inner provinces. It would have to be done via a combination of industrial policies (say Third Front 2.0) and market economy (ex. allowing provinces to flexibility adjust minimum wages and ease of firing in order to attract more businesses). Meanwhile, much more funding needs to be given to universities in inner provinces to accept their own students as well as students from other poverty stricken regions. For example, instead of giving affirmative actions to Tibet and Islamic regions (where education might risk them becoming more conscious of their unique identities), educational and gaokao point subsidies should be given to rural male students (China’s de facto Dalits) from Henan, Sichuan, Jiangxi, Yunnan, Guizhou, Hebei, etc.
