If you are country that places great importance on an interventionist foreign policy like the US should you not being willing to accept some commercial inefficiencies to achieve your goals?The civilian side will be a joke. The whole thing smells like the US is forcing tech transfer from the South Koreans, just like the TSMC "investments".
Clearly for many countries this wouldn't be a worthy investment, but in the case of the US I don't know how they continue their current posture without state subsidies into vital industrial ventures.
