For starters. China never forbid it in the first place. You forbid the existences of Chinese entities, which is exactly why what you want isn’t going to work. The business environment does not exist for Chinese investments to be viable in the US.

If the US welcomes Chinese investments then what is there to say they won’t outlaw it over again in a few years. Businesses do not operate on a the basis of a promise. They operate on the basis of reliability, stability, and trust. Neither of them exist. Investments and ventures are long term multi year and decade projects.

Trump can welcome it as much as he wants but Congress is bipartisan anti-Chinese. If you want trust to be rebuilt then Congress must start revoking anti-Chinese decrees. That isn’t going to happen. Trump could suppress the will of Congress for at most 1-3 years and then it becomes unpredictable.

If that's the case then the project won't ever get off the ground, like the Ford/CATL project.

The key here is for the Chinese company to not actually invest much in the US, and if they do then they should invest using money borrowed from American banks. Let the US fight amongst itself re: whether this is a beneficial arrangement or not. IMO it's a win-win arrangement. Companies like GM can skip the hard and CAPEX heavy portions of EV manufacturing, while Chinese companies cna limit their exposure to American political winds.

Apparently there will be a joint statement released about the talks on Monday. Guess we'll have to wait and see.

China’s He also told reporters that the U.S. and China would issue a joint statement reached during talks Monday.

“China and the United States will finalize the relevant details as soon as possible and will issue a joint statement reached at the talks on May 12,” according to a readout from the Chinese delegation.

If China say so, then something meaningful was signed? If we were to guess, based on previous Trump tweets about China being closed, they are going to say both sides open up more. This give an off ramp for Trump to say reverting to status quo is China opening up. The whole tariff adventure paid off as pressure to make China open up. Jai America!

Jumping ahead with what Congress may or may not do. Let’s come to an agreement first. Both sides open up. Cooperate. Share. Invest.

Iron out the details gradually. That’s the dream scenario between US and China.

if Trump’s team offers that deal, China is not going to say no.

The executive branch is subject to congress. Your “let’s not worry about what they might do” doesn’t cut it. Chinese businesses are not going to burden themselves with unmanageable risks over the whims of an Anti-Chinese Congress. Why should someone invest money and time when your attitude is “meh we can talk about it later if we will let you keep those assets.” If you want to prove that Chinese business are allowed to operate. Remove your hostile actions against TikTok and other Chinese companies.

I am extremely skeptical that anything long term will be built. The US establishment is full of China hawks. People like Rubio stalled the Ford-CATL project for example.

Trump doesn’t have any ideological allegiance so you can make a deal with him. However, he’s gone in a few short years. In my opinion, China has likely agreed to talks and negotiation to appear like the reasonable party. However, I believe that China does not expect anything long term and substantive either, so they’re prepared for any negotiations and deals to go up in flames at any moment.

United States is an unreliable actor. We are in a state of social, political, and ideological turmoil.
