Hey Popeye can any retired sailors and marines request for sea burial or is it only reserved for certain selected person or officers?

Actually any of the below listed may request burial at sea;

Eligibility: Individuals eligible for this program are: (1) active duty members of the uniformed services; (2) retirees and veterans who were honorably discharged. (3) U.S. civilian marine personnel of the Military Sealift Command; and (4) dependent family members of active duty personnel, retirees, and veterans of the uniformed services.

Looks can be deceiving.

He looks young, and is in excellent health, but, he graduated from the US Naval Academy in 1982, 31 years ago. That would make him in his fifties, probably 54 or so.

He's had quite a distinguished career as a submariner, but also with many assignments in all sorts of commands. He commanded the following:

- Captain, USS Pennsylvania SSBN 735 (2000 – 2002)
- Commander, Submarine Development Squadron 12 (August 2006 – July 2008)
- Vice Commander, Naval Mine and Anti-Submarine Warfare Command (September 2011 - March 2013)
- Commander, Task Force 522 - International Mine Countermeasure Task Force (June 2012 – October 2012)
- Commander, Submarine Group (COMMSUBGRU) Two (April 2013-Present)

As COMSUBGRU TWO he is the Rear Admiral over all of the nuclear attack submarines stationed on the East Coast of the United States:

That's Perry there to the right, being given command of Sub Group (COMSUBGRU) Two when he was made a Rear Admiral. His two sons are also in the US Navy, Lt.j.g. Al Perry, who is assigned to a nuclear attack submarine in Hawaii, and Ensign Dave Perry, who is undergoing pilot training in Florida.

CARRIBEAN SEA (June 12, 2013) The U.S. Coast Guard Cutter Sapelo (WPB-1314) and the Royal Netherlands Navy Offshore Patrol Vessel HNLMS Holland (P840) search Caribbean Sea waters for bales of contraband jettisoned by three Dominican drug smugglers, who were interdicted and apprehended approximately 105 nautical miles south southeast of Ponce, Puerto Rico.
