According to the rank on his uniform he looks to be an E-5.
Yep, Equation, that is right. He's an E-5. That's what a Petty Officer 2nd Class is. It says he is retired, and I expect it was quite a few years ago.

An E-5 with the regular USN cannot retire any longer. They have this thing called high year tenure. If you don't achieve E-6 by 14 years you are discharged and unable to retire.

Back when I joined up and E-4 could retire. And if a person was under the Philippines enlistment program....and they were a Steward they could retire as an E-3. But that all changed by the mid to late 70's when hi-year tenure took affect..

The Philippines enlistment program ended in 1992. There are several thousand second , third fourth and more Filipino sailors serving with the US Navy.

An E-5 with the regular USN cannot retire any longer. They have this thing called high year tenure. If you don't achieve E-6 by 14 years you are discharged and unable to retire.

Back when I joined up and E-4 could retire. And if a person was under the Philippines enlistment program....and they were a Steward they could retire as an E-3. But that all changed by the mid to late 70's when hi-year tenure took affect..

The Philippines enlistment program ended in 1992. There are several thousand second , third fourth and more Filipino sailors serving with the US Navy.

Yes of course. You just could not re-enlist. Back in 1989 I had a woman working for me that could not make E-5. She was discharged under the HYT rule. She was a good worker..However she had poor reading skills. Very poor. We helped her as much as possible. But we could not take the advancement exam for her. So she was discharged.

I posted the story about the visit of those three high value JMSDF vessels visiting Hawaii in the US MIlitary News thread. I see a Sea Knight on the deck of the one JMSDF amphibious ship there.

...and, I love to see those Opsreys becoming a main stay in the fleet. We jsut need to see a dedicated ASW and an AEW version fo the same for opertion off of the LHDs and LHAs.

As to the High Year Tenure program...yes, I had a nephew caught up in that. He got to E-4 and could not get futher after his second enlistment. After that, they simply would not take him back.

My son-in-law made E-6 in eight years. He is now an O-1 (Ensign) in a program he was accepted into to make a medical officer out of him. He is in school here in Boise right now. We really like that because the three sons he and my daughter have are here with them for another 1 1/2 years. Love those grankids! He'll be an O-2 (Lt. JG) when he finishes and off to San Diego for a ten year commitment. He hopes to retire at O-4 (Lt. Cmdr)...and maybe O5 (Cmdr). He'll be 44 then.

Yes that HYT hits a lot of shipmates. If you are stuck in a rating that is nearly frozen it's best to convert to another rating.

In this picture you can see two CH-47s, maybe 46s, cocooned on the deck of the JS Shimokita (LST 4002). Perhaps transferred or sold to the JSDF.

PALMDALE, Calif. (May 22, 2013) The Triton unmanned aircraft system completes its first flight May 22, 2013 from the Northrop Grumman manufacturing facility in Palmdale, Calif. The 80-minute flight successfully demonstrated control systems that allow Triton to operate autonomously. Triton is designed to fly surveillance missions up to 24-hours at altitudes of more than 10 miles, allowing coverage out to 2,000 nautical miles.
