Is that the new mini sub swimmers delivery system attached to it?

That looks something like this?

Yes it's relatively new. It was added to the Ohio class SSGNs some years ago when they were being converted from SSBNs to SSGNs.. They are for inserting Navy Seals into coastal waters very near shore.

Is that the new mini sub swimmers delivery system attached to it?
This is not the new Advanced Seal Delivery Vehicle. That was cancelled. This is the older, "wet" SEAL delivry vehicle. What you see is an enclosure, mounted to the sub over one of the lock-in, lock-out tubes, for them to access the mini-sub which is inside.
