The fact is, if Ukraine hits Russian infrastructure while Russia hits back at Ukraine. Russia loses, because much of Ukraine's supply is outside.
Drones cannot be transported as a whole. It needs to be assembled. When the Russians bombed that movie studio, there were stacks of wings that were caught on Ukrainian media footage amidst the ruins. So even if the drones are made outside, they are not transported as a single piece, but moved as seperate pieces and assembled near the field.
What the Russians are doing is to bomb the logistics centers, hit the trucks, ships, warehouses and everything suspected that can be used as an assembly facility. When you hit the gas stations and fuel depots, you deprive the means to transport the drones to the front. When you hit the power substations you deprive the means to charge the batteries and electricity to the places used to assemble the drones. Sure, you can bring in a portable power generator, but even the heat of those can be picked up by a drone with thermals, and the spot will be visited by an air strike.
Russia has been importing refined oil product from Belarus even before the war because it is convenient for certain regions.
By pushing out civilians from affected zones, it becomes easier for the Russians to isolate and spot command posts, deployment points, drone assembly and control points.
