The War in the Ukraine

Ukraine infrastructure is mostly intact. If the Russians really wanted to hit them where it hurts then they can start blowing up all of the critical infrastructure across Ukraine. They don’t need to go around turning cities into rubble when they can knock out the power grid and water infrastructure to let time slowly degrade the cities and economy. It is not like this war of attrition is ending anytime soon but Putin is more of a moderate compared to the other Russian hardliners.

Why is Russia so restrained? They could turn the whole country to rubbles if they want to what's the catch
Better to not wreck everything, would be too costly when they annexe what they capture. If the front can remain static until Ukraine have no will to fight, they could capture large portion mostly intact when it collapse.

Ukraine mass forces before taking Kharkiv and Kherson and Russia knew and did nothing about it because they couldn't. Ukraine will mass forces for their next offensive and Russia won't be able to do nothing about that either.
You are using double negative which means that you acknowledge that Russia will be able to do something.

So far, striking deep within Ukraine territory seems to be a role reserved for cruise missiles and drones. My guess is that Ukrainian air defenses in the western regions have not been degraded as much as it's been claimed for the eastern regions. Further, what damage the Russians have been able to inflict in western Ukraine have been quickly repaired. Unless they were to take a carpet bombing approach, which would almost certainly invite Western intervention and global condemnation, it wouldn't be very effective. Remember the Russians aren't just facing Ukraine, here. They're facing the Western war machine, 99% of which Russia cannot touch, so the strategy from Putin seems to be to out last the Western public's interest in Ukraine, which requires that he doesn't escalate on the brutality.

They tried destroying Ukraine's power grid this winter and it didn't work. As long as Ukraine has western aid their infrastructure won't be taken out and Russia knows it. What Russia would love to do is take out Ukraine weapon depots, barracks and other critical military structures but their ISR isn't that good because they don't have air superiority.

Russia is refraining from hitting hard to replace infrastructure. Could it be that Russia expect after war Ukraine to become a friendly regime? That would be a pretty big goal to aim for.
