Call it a hunch, but I thought there was a (small) chance that Kroko might just be David Axe himself.

Those ships are not quite hovercraft, but rather a surface effect ship (kinda semi-hovercraft)

Besides they are a soviet era design, made for black sea/baltic sea operations and only two were built. Even the article you mention say that these vessels are probably not effective combat units.

Why hasnt any other navy in the world deployed this kind of ships?

they have albeit smaller scale and only one nation.
Skjold-class coastal corvettes, Oksøy-class mine hunters both Norwegian.

The article on the Bora class was last updated in 2000. No news since then suggests the project failed and that certainly the Black Sea variant hasn't yet appeared.
