It isn't: as the specs you translated point out, it's a 7x7m, 24t array - the picture shows a Steregushchiy corvette as a stand-in for a generic warship and is used on the spec sheets of other radars by the same company. There are CGI images somewhere of the radar on a derivative of the Gorshkov-frigate which show it in proper scale and needless to say it's pretty big, think of it as SMART-L on steroids.

I'd caution against dismissing it out of hand too - the company behind this is the same outfit which developed the Fregat (NATO Top Plate) family, one of the most successful naval search radars of the past decades (60+ units, not counting the larger/smaller versions and Chinese derivatives). They know a thing or two on this subject, the big question is adequate funding.

24 tons weighs more than an entire Type 346 radar set (less than > 16 tons according to wiki entry). That's one heavy MTF.

You get what you pay for - the planned performance is pretty impressive after all.

But will the radar ever be funded?
That is the big question given Russia's financial difficulties, its shrunken shipbuilding programme and the Army having priority because of all the land conflicts.
