Terror attack in Xinjiang

These crude grass roots type terrorist attacks on soft targets are extremely difficult to prevent, the upshot is that if they are reasonably handled by the authorities these incidents tend to backfire on the attackers on the hearts and minds front. China's overall strategy to economically develop and modernize their hinterlands is sound, and their policies on minorities appear reasonable enough compared to those on other Chinese citizens, so they should stay their course. China does need to address its nationwide problem though of helping the people left by the wayside of development.

It's always difficult to assess how effective terrorism prevention efforts are but I think Chinese efforts must be decent otherwise we would see much more professional and destructive terrorist attacks. On the same note, these terrorists probably receive little foreign support.

China would do well to beef up its community policing for preventive human intelligence purposes, as well as 'SWAT' type policing for responding to violent terrorist attacks. Global developments such as China's closer ties with Russia, a likely upcoming detente between major Islamic terrorist backers Saudi Arabia and Iran, and higher tensions between a more internationally assertive China and others mean that China will become a more attractive target to foreign terrorists and terrorism sponsors.

Prevention of attacks like these is difficult especially considering the fact that improvised explosives could be easily manufactured from fertilizers and household chemicals.

China is the biggest buyer of Saudi oil and there is Saudi investment in a Chinese oil refinery and Chinese investment in a Saudi one. Also how can detente between Saudi Arabia and Iran ( btw not a backer of Islamic terrorists except in the eyes of US, Israel and KSA: Hezbollah defends Lebanon against Israel ) increase the danger to China?

You'd figure authorities would install a London-type surveillance system and they could track where ever these terrorists went within the city.

Unlike the movies Mace even with CCTV you would have to have a army of people watching for it. it's easier to pick apart what happened then to see it as or a head of time.

You don't need an army. If the feeds are being recorded the authorities can trace where they've been and went within the city.

The authorities needs to send out more drones to and outside the city limits of Urumqi and other small towns and villages to watch, record, and listen for any terrorists networks in the area.

I suspect that the guy with 2 axes in hands will try to create damage, while the others with cleaver each will either cover him, block escape paths and/or otherwise herd victims to him.

It could be totally unrelated or copy cat terrorism, probably that guy could be selling meat cleavers for a living.

Looking at the situation in Xinjiang, are police in China armed? Tasers or some kind of stun force can be apply to capture criminals alive. Dead people don't tell stories. If you capture murderers or thieves alive, then you're able to find out more about their accomplices\hideout etc. This would help them crack cases and solve mysteries. Tough being police in China especially Xinjiang. They can also try hiring locals to take the jobs, because it's for their own security and benefit.
