The underwater side faces north, so it'll have to be a cruise missile delivered heavy torpedo that maneuvers around the mountain in a huge loop, then drop down into the river valley, without being detected and not losing range.Plane delivered was what they could do then.
Modern tech and precision means you can probably achieve the same effect with a depth charge delivered by cruise missile. But like I said and I agree, such capability (missile and warhead) does not currently exist.
In any case, just wanted to point out that there is no necessity to attack the dam wall directly. It is vastly more effective to attack it from uw and behind.
