That things has the drawbacks of both a subsonic LACM and a MRBM, and none of the benefits (it flies in a rather predictable and obvious flight path (not to mention weighing much as a MRBM), and it takes long enough to fly to its target at near maximum range that a decently dense SEAD will have multiple engagement opportunities).

You want to break a dam, you don't attack the dam wall directly, nor do you need to totally penetrate the entire wall. You use the massive weight of the water behind it to do the job.
You just need to weaken the wall and let physics do the rest. viz. Dambusters

Also as stated, it's probably a war crime? Attacking infrastructure in a manner that will cause massive civilian casualties.

It is and note the delivery method: dumb bomb delivered by plane. There is no mechanism for delivering such a bomb by missile.
Plane delivered was what they could do then.
Modern tech and precision means you can probably achieve the same effect with a depth charge delivered by cruise missile. But like I said and I agree, such capability (missile and warhead) does not currently exist.
In any case, just wanted to point out that there is no necessity to attack the dam wall directly. It is vastly more effective to attack it from uw and behind.
The underwater side faces north, so it'll have to be a cruise missile delivered heavy torpedo that maneuvers around the mountain in a huge loop, then drop down into the river valley, without being detected and not losing range.
And it could be stopped by mesh netting a few meters in front of the underwater side of the dam...
China has some very competent missile defenses, some from Russia (S-400) and some made in China. Beijing is aware that Three Gorges would be a prime target, so the site is guaranteed to have many layers of defense.
