I'd say Taiwan is still on the status quo path, but this is sustainable for a lot longer than just 4 years.
China is still on the rise, and will likely be twice the size in 12-15 years, so they can afford to be patient.
And as that happens, China will undergo many internal changes as it becomes a wealthier and happier middle-class country that values stability even more. That may lead to a rapprochement of some sort.

There's no doubt they can build such a design, for they've built an AOR larger than that; neither the fact that it'll only be commissioned during Tsai's 2nd term in office (if things don't come to head in the next 3+ years that is, for Tsai is taking lots of sneaky steps as par to the separatist agenda thus far already), the biggest question is that if Taiwan can cough up that huge sum of budgets for such an ambitious naval modernisation plan.
It is possible IF somehow, from somewhere ROC can acquire a gas turbine in the same class as LM2500, the VLS system and missiles, the close-in defense gun (Phalanx from U.S. according to the link), AESA and the main gun. The only thing ROC have that is totally in their own hand is the AsM and. Some of the systems that ROC doesn't have may be quick to develop domestically, but with the knowledge known so far, 3 years are really tight before delivery of the ships.
Besides, it is the "Apple Daily" being the source, it is like "The Sun" in the U.K.
But I would be delighted to hear some different opinions as the projects and capabilities of ROC military industry lacks publicity.

The ROCN claims a budget of about $15 billion for their fifteen year plan.

They've OTO Melara 76mm gun and can fabricate stealth turret casing, have "R2D2" (Phalanx CIWS), getting Mk41 VLS and LM2500 shouldn't be problem either, so throw in the AShM / LACM the ROCN pretty much have the weapon system covered; the C4ISR suite can be purchased from the US as well and not likely facing hiccup there.
It's the budget that will be the primo uno factor here.

Taipei, July 1 (CNA) The Republic of China (Taiwan) Navy said that one of its 500-ton patrol boats based in southern Taiwan launched a supersonic anti-ship missile by mistake early Friday.
The Chinchiang (PGG-610) was undergoing a drill inspection when the missile was launched by mistake, the Navy said. The ship was said to be inside the Zuoying military base when the accident occurred.
The missile went into waters off the islands of Penghu and did not cause any injuries, according to the Navy.
An investigation is under way to find out the cause of the incident, it said.
The Hsiung Feng III reportedly has a range of about 300 kilometers.

I just read it now ... it is very interesting indeed, what would happen if it landed on PRC soil or China easily destroyed it? I am pretty sure Chinese radar would have detected it
