Watching the trailer again there are swarms of something flying around the helicopter before it crashes into the dome. So that establishes it's not safe for aircraft. Also I believe the armed squad is Ingen private security so who knows if and when there's a military presence.

It's not Ingen. The Plot of JP2 Made it clear After the First attempt at Jurassic Park Ingen was placed in a state near Bankruptcy. Well Hammond Turned Naturalist The Company tried to Recoup by Harvesting The Dinosaurs on site B And Opening Jurassic Park San Diego. Given Ingen's standing at the time the Tyrannosaur's Godzilla-esc Rampage through the San Diego Metropolitan area were likely the Coup de Gras to Ingen. The Jurassic World Website

Sorry for the lateness of this I have been brushing up on my Paleontology and Jurassic park rumors
I rex seems to be more then just a cross between a Rex and Raptor.
Word is I-Rex is a True Chimera. The most lethal parts of a number of Species are said to be included in I-Rex listed on the website are Carnotaurus, Giganotosaurus, Majungasaurus, and Rugops.
But there may be more. There seems to be some ability to shift it's skin color possibly indicating a relationship to Dactyloidae or Chameleons or Cuddle fish all of whom can change colors to match there surroundings. this can be seen in the Trailers Where I-Rex is blue in one cut, brown in another and green in a third and Grey in many promotional materials. As well as word it's hide is tougher then expected. There is speculation that I-Rex's name I-Rex may be more appropriate then it seems some fans speculate the I-Rex may have Human DNA in her that could explain her hunting for Sport and remembering where she was tagged.

Of course We should recall the Jurassic Park has always had Genetically Hybrid Dinosaurs. They used frog DNA to fill the gaps in there generation one creations which is why the Raptors on Isla Nublar in the first movie were laying eggs and why On Isla Sorna they had young. it migh also explain why the Dinosaurs though out the movies have continuously been inaccurate in terms of height ( Raptor), Plumage and possibly skin texture ( Raptor, Rex? Other thorapods as well as evedence that ceratopsid dinosaurs and many others may have had a layer of Keratin over large portions of there heads meaning they could have sported bright shields and displays like those of birds well JP continues with reptilian scales.

Thermobaric munitions would probably be effective and can be fired from a distance to clear the airspace enough for drones and Ospreys to do air combat and airborne assault. Can even just airdrop a bunch of UGCV's instead of putting humans at risk until the area is secure enough. Drones being drones can all be rigged to perform kamikaze and pretty much take care of the offensive part of the operation from beginning to end.
Actually it'd be fun to bring in a WW2 era bomber with gun turrets all over and just let loose.

I think the bigger question is, why would they create such a thing? Are regular T-Rexes not making them enough money? Did they have a budget surplus that just had to go somewhere?

Another question related.... If it was such a superior killer. The twin or sister dinosaur would have fought back and they would have been equal at killing each other. Point is the other killer would have injured, to say the least, the one that is alive now. Or nearly been killed in process of killing it.
