Remember how after the last Olympics, US swimmers were making a lot of noise against international swimming authorities for not doing enough on cheating by other countries? Then some official sick of the Americans whining let it known how the US was trying to cheat behind the scenes beyond just PEDs. Remember how every Chinese swimmer was under frequent surprise drug testing more than any other country? Maybe American swimmers are not doing well because they're under more scrutiny.
