If SK is concerned about China their current naval overspending is the worst thing they can do.
They don't do any overspending. Nothing exactly spectacular there.

That they build more or less matches their economy relative to Japan.
Moreover, relying on their industrial strengths and previous investment/cooperations - they're building it proportionally cheaper than Japan.

South Korean naval spending is 50% nationalism. They probably want these arsenal ships (a concept deemed unsound by many other countries after studies) because Japan is building large air defense ships and China has 055s. In SK media KDX-3 was justified by the existence of Japanese Aegis Destroyers.

You aren't going to claim South Korea doesn't overmatch the North, right?

The sea of Japan is absolutely not safe from PLAAF and PLARF. In fact, it is a quite horrible place. South Korean Navy wouldn't survive long against China. They could depart to the Pacific but then they are not contributing to the defense of their country.

I am wondering whether PLAAF can operate their fighters to the Sea of Japan without approval from NK or/and Russia ?

If a situation occurs where the PLAAF needs to be operating in the Sea of Japan both NK and Russia would already be involved too, so it really wouldn't be an operational issue.

It doesn't look like any overspending. They're simply smaller, and their risks are higher.

Their potential naval opposition - at least as they view it - involves almost literally everyone in NEA.

Then again, naval construction isn't driven by immediate opposition, and those who do it this way don't really understand how to build a navy.

ROK almost totally depends on its SLOCs, in a heated region.
literally any policy choice requires them to have a navy. From neutrality to any fighting they can get themselves into.

They need to handily defeat the combined forces of Japan, US, Fake Korea, Phillipines, India, Taiwan, Australia, and whatever NATO states can manage to send altogether. They are far from overspending. On top of that, they cannot count on any involvement from Russia or True Korea.

If it is an IRBM quite clearly the target would be China.
South Korea and Japan are countries with technical capability to develop nuclear weapons quickly if it came to it. So China would need to take the threat seriously.

All the more reason to absolutely throttle the everloving shit out of their economy as soon as SK Hynix's products can be substituted. If they want to choose this road, there has to be a suitable price.
