The contract for the Philippine Navy's two missile-armed frigates is now being finalized, Department of National Defense (DND) public affairs office chief Arsenio Andolong said Monday.
Once the contract is finalized, it will be signed by DND Secretary Delfin Lorenzana and the duly authorized representative of the winning proponent, Hyundai Heavy Industries (HHI), he added.
"Notice of Award (NOA) was formally served to HHI last Aug. 4. Once the formal contract is signed, it will be followed by a Notice to Proceed, which will be formally served to the proponent," Andolong said.
"NOA was given to HHI as GRSE (Garden Reach Shipbuilders and Engineers Ltd) was post-disqualified after it was determined that their Net Financial Capacity was insufficient and therefore not in compliance with Republic Act 9184 (Government Procurement Policy Board)," he added.
GRSE along with HHI was one of the six proponents in the DND's frigate program.
In the NOA, HHI offered PHP15,744,571,884 for the two frigates.
The DND has allocated the sum of PHP18 billion for the acquisition of two missile-capable frigates, with PHP16 billion going to the construction of the ships and PHP2 billion for its munitions.
The ships will be armed with a variety of sensors and weapons capable of detecting and neutralizing air, surface, and submarine threats.
It will be also capable of electronic warfare.
Aside from this, the frigates, according to their technical specifications, must be capable of performing extended maritime patrol with an embarked naval helicopter and maritime surveillance through air-and-surface-search radar, sound navigation and ranging (sonar) for sub-surface search.
It will be armed and fitted a variety of air-to-air, anti-ship, and anti-submarine weapons.

The defense ministers from Singapore and the Philippines met on Friday in Hawaii to discuss the state of their bilateral ties amid uncertainty over new Philippine President Rodrigo Duterte’s foreign policy (See: “

Singapore’s Defense Minister Ng Eng Hen met with his Philippine counterpart Delfin Lorenzana in Honolulu, Hawaii during their journey there for the second ASEAN-U.S. Informal Defense Ministers’ Meeting this weekend (See: “

According to a statement by Singapore’s defense ministry (MINDEF), the ministers affirmed the warm and friendly bilateral defense relationship between the two countries.
They also welcomed the cooperative efforts by their two militaries to co-organize Exercise Coordinated Response 2017, a humanitarian assistance and disaster relief (HADR) table-top exercise hosted at the Changi Regional HADR Coordination Center (RHCC) which aims to promote the sharing of best practices and enhance coordination among Asian militaries in that field.

Work on the Changi RHCC, housed at the Changi Command and Control Center, began in 2014 and it became operational last year.

Singapore has been one of the first Southeast Asian countries to engage with Duterte’s administration at the highest levels. On September 6, Prime Minister Lee Hsien Loong met with Duterte on the sidelines of the ASEAN Summit in Vientiane Laos for their first summit meeting since Duterte was sworn in on June 30.

Both sides reaffirmed their close ties, and Lee invited Duterte to visit the Philippines. Thus far, within Southeast Asia, Duterte has traveled to Laos, Indonesia, Vietnam, with his visit to Brunei in early September being canceled after an explosion hit his hometown in Davao City.

The two countries are also set to celebrate the fiftieth anniversary of their diplomatic relations – or the golden jubilee – in 2019 during Duterte’s tenure. The Philippines will be chairing ASEAN in 2017.

Southern Sky with due respects, I don't think it is ambiguity. Singapore I know never take sides or interfere, & as a founding member of ASEAN, the nation is friendly with all countries in the region and abroad, whether in trade, defence and investments etc. Hopefully friendly nations would reciprocate & most are doing so. I believe Singapore has always the policy of NON-INTERFERENCE with any country internal affairs. BTW, I am a Business (Private Sector-Independent) Consultant & just stating my personal views. As an observer I concur with the wise words of Chuang Tzu "Without stirring abroad, one can know the whole world".

T-90 is the backbone MBT of Russian Army. Large batches of modified T-90s have been delivered to Algeria (several hundreds; in the future there will be more than 500), Azerbaijan (about 100) and India, where the T-90 has been produced under license. A small number of T-90 are also in service with the armies of Syria and Turkmenistan. Tankers from Syria are trained in Russia, and the Syrian armed force has been deploying T-90s against the terrorists. One tank was captured and is now used by one of the insurgent groups.

New Zealand Navy first to get Rolls-Royce ‘Evironship’ design

A new polar-class logistic support tanker for the Royal New Zealand Navy (RNZN) will be the first naval vessel to feature the Rolls-Royce award winning Environship design with wave piercing bow. It will replace HMNZS Endeavor, which has been in service for 30 years.

Under the contract, Rolls-Royce will also supply a wide range of equipment. A combined diesel electric and diesel (CODLAD) propulsion system, with two Bergen main engines driving CP propellers through a reduction gearbox. Four MTU high speed diesel gensets will supply electricity for the vessel and other equipment that includes bow thruster, the all-electric RAS/FAS system, other equipment includes rotary vane steering gear with rudders and the propeller shafts.

Significantly larger than the ship it will replace, the electric RAS/FAS system allows simpler and quieter replenishment/fuelling-at-sea operations and will enable the tanker to refuel two ships at a time while underway. It will also carry and refuel Defence Force helicopters, produce and store water and transport bulk goods to bases in Antarctica during the summer months.

“We see significant value in the Environship concept in the naval sector”, says Sam Cameron, senior VP naval sales and business development at Rolls-Royce. “Securing this milestone contract for a naval application is important in showcasing our naval ship design offering.

The 23,000 tonne tanker will carry out operations in extreme Antarctic conditions and is strengthened and winterised to Polar code 6 requirements. Used under licence the Rolls-Royce Environship concept design will be built by prime contractor HHI as part of the New Zealand Defence Force’s Maritime Sustainment Capability (MSC) project.

Working to an ambitious time-frame equipment will be delivered to the South Korean builder from 2018, with vessel delivery scheduled for 2020.
