Vietnam isn't trying to claim the entire South China Sea as it's own.

That's a misleading statement. China doesn't claim all of the South China Sea - most estimates place the Chinese claim at around 80% of the SCS. While Vietnam's claim is slightly less extensive than China's, their claim easily surpasses 50% of the SCS.

There are 3 main differences in the Vietnamese and Chinese claims. The Vietnamese don't claim Scarborough Shoal, Luconia Shoals, or that little intersecting bit between China's nine-dash line and Indonesia's EEZ around Natuna Island. The nine-dash line around Scarborough adds a huge amount of maritime territory to China's claim.

Duterte knows that Japan will strongly support the Philippines against China, but rightfully questions the US commitment to the Philippines - this is the right question to ask of the US ambassador: “Publicly, I’m asking it now, Are you with us on this? Suppose if I decide to go to war, can I count on you?”:

RESOLVING the conflict on West Philippine Sea will not mean going to war, presumptive President Rodrigo R. Duterte said in his first press conference after the May 9 elections at past midnight of May 16.

Duterte met with the Chinese ambassador later in the evening of May 16, while the Israel and Japanese consuls were also in town to meet him.

Asked if he will accept military planes that the Japan Government is reported to be giving, he said he will.

Duterte, however, said, “I can have all the warships in my camp but still war is not an option as of now.”

Especially with regards the territorial dispute in West Philippine Sea, he said, “The fact that the Philippine, my country, Palawan will be the battleground, I will not waste the resources and the lives of the soldiers.”

But Duterte said that does not mean that he will give up the disputed territory.

The Chinese ambassador knows this stance, he added.

“I have talked to them on several occasions that they must understand that I would insist that Spratly thing is out. That they are there illegally, whether they want to believe it or not, that is not my worry. Any talks that we will have will have that predicate that we are claiming the stake for my country,” he added.

When asked if he will form military alliances with any country, he said, he will abide by the pact signed by the Philippines a long time ago that has allied itself with the West, primarily the United States.

“When conditions are not ready for war, why are you going to war?” he asked.

But he challenged the US to declare whether it is putting its might behind the Philippines with regards the dispute.

“I am asking point blank America, are you with us or are you not with us? Ngayon kung magyera kami susugod ako, would you be at my back to support me or baka sabihin mo nalang you went to war on your own,” he said.

“Publicly, I’m asking it now, Are you with us on this? Suppose if I decide to go to war, can I count on you?”

In anything, he said, he will insist on the welfare of the country and its people and nothing else.

“That we want to be independent, that we want to raise the economic standards of the country, that I want my countrymen to at least change a little bit to what they are to what they should be for the desired change. Ganun lang yan its always for the welfare of my country,” he said when asked what is the message he is sending to the ambassadors who are making a beeline to Davao City.

As I understand it, Philippines used to have a long tradition of caste system under Spanish rule. Some of the early Chinese traders evolved into a mixed blood category that later formed the ruling elite, during American colonization and after independence. There was a long line of mixed Chinese mestizo presidents in Philippines, and Aquino is one of them I believe. They are usually pro-colonialist.
Duterte is native, what Spanish would call indio. They are anti-colonialist, ie anti-American.

Hmm...no reports of finding illegal hauls so merely a lack of documents for right of safe passage and had no prior authorization to traverse Philippine waters?

UNCLOS Article 52 allows innocent passage through archipelagic waters. Furthermore - Australia, Belarus, Bulgaria, Czechoslovakia, Russia, Ukraine, and the US objected to the Philippines Article 310 declaration 7.

7. The concept of archipelagic waters is similar to the concept of internal waters under the Constitution of the Philippines, and removes straits connecting these waters with the economic zone or high sea from the rights of foreign vessels to transit passage for international navigation.

The Bureau of Fisheries and Aquatic Resources (BFAR) and the Philippine Coast Guard apprehended on Monday two Chinese fishing vessels flying an inverted Philippine flag in waters bound by Sabtang Island, Batanes in the north, Balintang Island in the west and Calayan Island.

Accosted were the F/V Shen Lia Cheng with 12 crew members and F/V She Kou with 13 crew members.

Authorities were conducting a seaborne patrol aboard BFAR patrol vessels MCS 3010 and MM Patrol Boat 3049 when they chanced upon the two vessels both observed to be flying an inverted Philippine flag.

Inspection of the documents showed that the vessels are registered with the People’s Republic of China and that they had no prior authorization to traverse Philippine waters.

The fishing vessels were escorted to Basco, Batanes for further investigation.

Undersecretary for Fisheries Atty. Asis G. Perez said the crew claimed they were just passing through but failed to provide documents for the right of safe passage.

At February 26, 2014, the area of Pearson Reef is 6.83 acres with 5.4 acres reclaimed.

About 2 years later on March 2, 2016 the area of Pearson Reef is now 7.46 acres with 6.03 acres reclaimed. The area increase is about 0.6 acre. The buildings are more built-up.
