Is it LEGAL to publish a full paper here?

It's in the public domain. Papers on various programs and projects are regularly printed in various publications that are accessible to the public around the world. You just need to know where to look and know some Chinese.

So we're saying it's pure coincidence that previously we had a leak of the J-35 prototype at almost the exact same place? Many years later and nobody patched that security hole?

Isn't it more plausible that the "leak" was planned/unofficially authorized? Nobody who is sufficiently interested in this doesn't know the consequences of jumping a fence and taking such a picture.

You need to notice the fact that these institutes were not actually located in the downtown area when they were founded. It was the rapid expansion of China in recent decades that surrounded these experimental areas rather than the downtown area where the research institutes are located. And of course these exposures have been noticed. SAC has planned to build a brand-new giant factory in the new area north of the city, including a super factory which scale is close to the F-35 factory in Fort Worth.

I'm well aware where SAC is located and what the surroundings look like. But those pictures were clearly not taken from a high-rise, they are at relative ground level.

Simple countermeasures such as raising perimeter walls, adding visual barriers or netting, planting dense vegetation, installing temporary screens, patrolling guards or even just cameras can make photography extremely difficult. The fact that such straightforward measures weren't used, even after almost identical earlier leaks, makes it hard to believe that these leaks aren't either allowed or at the very least tolerated.

I'm incline to believe as usually top secret projects like these should be flown at night and preferably out of densely population areas. Shielding not just from the civilian pop. but from satellites etc.
For ex. The B2, F117 etc flown for years before anyone ever saw it.
So it's either done or purpose or SAC was just totally careless and incompetent from shielding this project better.

Inclined to think this was an accidentally-on-purpose release, as the US Congressional Delegation was in China, and also with the Fujian catapult images and maybe GJ-X 'discovery'.
