What base is that? Is it a PLAAF base?

most definitely, it was posted by the tiktok account of 'PLA airforce online', but again, it was just a carving on some bases, I don't think people who created this or order this to be created could have ever possessed knowledge of whether PLA would do anything to that plane, after all there is no chance publicity department would know things first

An Air Force variant is all but confirmed at this point by Sun Cong himself.
